Nepal approved its first National AI Policy in August 2025 and stood up a National AI Center that November. The policy itself calls for public-private partnership to build the workforce it needs — HSV is built to be exactly that partner.

Built for the policy’s own workforce mandate

The National AI Policy names trained human capacity as a central pillar — 5,000 AI professionals within five years. HSV already runs the applied training pipeline that goal requires: real throughput, real quality review, real people.

A sectoral partner for the National AI Center

The Center’s remit spans health, education, agriculture and public administration — sectors where labelled data and human review are the actual bottleneck. That is the work HSV staffs every day.

A measurable contribution to the IT Decade target

The government has set out to create 1.5 million ICT jobs by 2034 and grow IT to 5% of GDP. HSV’s own target — 20,000 annotation jobs by 2027 — is a direct, countable contribution toward that national number.

A working model the policy can point to

HSV already operates one live public-private digital-services relationship — Buddha AI and the Lumbini Platform, built for the Lumbini Development Trust. It is evidence the model works before being asked to scale nationally.
